Ioanna Samprakou

Ioanna Samprakou is the Founder and CEO of Elite Global Consulting Services, a 360ᵒ deal management and business consulting firm, specializing in Investment Advisory - M&As, Business Development, Lobbying & Government Affairs, Capital Raising, International & EU Relations, with offices in London and Athens. She is the Vice-Chair of the Board of Directors of REDS S.A. (NED), a leading real estate development company, member of ELLAKTOR Group and listed on the Athens Stock Exchange. She is also Co-Founder & Managing Partner of Chiltern Media, an Athens-based production-financing corporation for Media and Entertainment.

Previously, she was the Group Investments & Development Director at Dimera Group, where she led -inter alia- the Acquisition of the Porto Carras Companies, including an emblematic 5-star hotel complex, Casino, Marina, Winery, Residential/Villas Development, Sports Facilities, in an area of 17,630 acres, with an appr. size of Transaction at €205mil.

She has served for several years as Advisor to Ministers of Infrastructure, Transport & Communications, the Alternate Minister of Economy & Development, responsible for Industry & Trade, and the Deputy Minister of Economy & Development, responsible for Investments, directing government policies & reforms and improving the institutional framework in Entrepreneurship, Infrastructure, Investments, PPPs, Privatizations, Telecommunications, and ICT. She was the National Coordinator of the "Investment Promotion and Strategic Investments" EU SRSP Project, under the World Bank, and the Coordinator of the inter-ministerial committee for the creation of the filming industry incentives framework, which positioned Greece as an attractive destination for the filming industry.

As the Director at the Office of the Secretary General of Telecommunications, Posts & Digital Convergence, she was the chief negotiator for the Closure of the Digital Convergence EU Financing Programme 2007-2014 - achieving absorption of ~€1 billion -, for the ICT EU Financing Programme 2014-2020 - securing more than €1 billion of EU funding - and for the country negotiations with Troika on MoU for Telecommunications. She supervised structural reforms, such as the country’s transition to Digital Television and 4G licensing. She was the Coordinator of the ICT regulatory framework during the Greek Presidency of the Council of Europe. She has been the Coordinator of the “Digital Growth 2021” Strategy and the “National Broadband Plan” and an Expert/Evaluator of the European Commission for multimillion financing Programmes. She started her carrier as Senior Wireless Technologies Engineer at Atmel S.A.

She has served as Vice-Chair of the Hellenic Association of ICT Engineers, Elected Member of the Delegation of the Technical Chamber of Greece, Member of the Board of Directors of the Olympia & Bequests Committee, under the Ministry of Finance, Chair of the Organizing Committee “Digital Payments and Digital Single Market Initiatives”, President of the 1st Athens Digital Payments Summit, and National Representative in the International Telecommunication Union (ITU - Geneva, under the UN).

She holds a BA & MSc in Computer Engineering & Informatics from the University of Patras, a Patent from the U.S. Patent and Trademark Office, and a Professional MBA from the ALBA Graduate Business School.
